Chapter 4 of "KURO: A Dragon Lord's Son"!
Kuro finally meets the Divine Tetradrakes! Unfortunately, he soon learns that Jathir has a very different opinion of the gods and the four divine dragons than expected. Jathir's depravity reaches new lows in this chapter!
"KURO: A Dragon Lord's Son" is a story about a human who is reincarnated as the son of an evil Dragon Lord who wants nothing more than to sire a son to become his right-hand in his world conquest and eventual successor. Named Kuroginryuu, or "Kuro", he is trained relentlessly to become the evil dragon his new father desires. However, he is not a bad person and would much rather become a hero instead, or at the very least a carefree dragon if that is out of the question. Torn between his desires and instincts, what will his fate be? Will he fight back against his father or join him?

For a serious answer though, Imperatus Will allows Kuro to control those weaker than himself with a simple command at the cost of his Magical Molecules (think of Mana). The stronger the opponent or the more targets, the more he has to spend. If one has an extremely strong will, they might be able to resist, but there's no guarantee. If they are stronger than him, it won't work (at most it will give the opponent a headache). If Kuro is not sure of his target's strength or will, he can quickly use up his energy and collapse, so it's as risky to him as it dangerous to others.
Jathir's Merciless Will is similar, but his works only on those who have given up the will to fight. If one never truly gives up and would rather die over surrendering, they could easily resist his Ability.
