The outlines are probably done in 'squigglevision' (the specific method they used is patented, the animation style itself isn't, but I can't remember the more generic name off the top of my head); https://en.wikipedia.org/wiki/Squigglevision The eyes and ear twitch aren't done that way, I don't know enough about animation to say how.
I do like the animation style; even for something a bit simpler. I think it adds a lot to the piece.
