It's pretty easy in Gimp, but I don't know what you would be using to make one. You just don't draw on the background and it's automatically transparent.

yeah as far as I know only .gif supports animation. It's not too difficult and Gimp is free.

oh sweet! i knew only .gif was for animations. but i thought only .png was for no backgrounds. but. if it worked for you X D!!then i think i'm getting somewhere : p

No problem. yeah, gimp is pretty much a free version of Photoshop. It's probably not the most intuitive thing for making animated images, though. You're welcome to message me or something if you want help getting it working.
