For instance, there is no rule against someone in the guys' dorm hitting up every Oak's Electronics store in Viridian, buying up a few dozen two-way radios on clearance and deploying them to coordinate mass raids on the girls' dorm.

I'm pretty sure there are rules or laws against just teleporting into someplace completely unannounced. Not to mention it really wouldn't be that much more effective because you have no way of knowing exactly who or what is going to be in the room with you when you do so, and just popping right into a crowded room is going to backfire on you pretty quickly.
The acute sense of hearing might be able to help if it's done too nearby, but that would be an early warning system for anything causing any sort of noise. ... But how's telepathy help at all? Since when have telepaths had a constant all-channels open thing going? That would just cause some extreme headaches and a complete lack of privacy. I really haven't seen any interpretations of telepathy before that weren't targeting someone specific, or driving the unintentional user freaking bonkers. (I think Weaver's sex dream pickup kinda qualifies for the latter. It's unintentional and non-beneficial.)
Doesn't help that such things can be defended and even fought against, especially in something like the PCAverse. Psychic pokemon aren't exactly all-powerful or all-knowing, leaving attempts such as this still pretty fair. It's a bunch of super powered teenagers, making superpowered methods that might help against a normal person a pretty moot point.

This is such a pricy and risky and idiotic manouvre, BUT ITS STILL TOTALLY WORTH IT.

It's actually a low decorative wall to keep people from trampling around in the bushes behind it. And he did paint something, just not intentionally... that tail of his seems to have a mind of its own sometimes, and apparently it loooooves messing up nice clean walls. XD
