This is Rio, the dragon character from my friend's series on SF, Dragon Storm. He plays host to an evil alter-ego, called Ori. Ori only comes out when Rio is in dire need of help, and acts as an aggressive fail-safe, keeping Rio alive at the cost of sapping his strength. This scene shows Rio's first transformation into Ori.
