So: how do you keep an army in times of peace efficient, fit for use and possibly useful, without making human resources feel like they're being shilled? Here we see a random tyranny officer of the tyrant state of Gorno exacting taxes from a random human resource.
As you can see from their happy faces the Tyranny of Gorno prides itself for making human resources unable to protest by removing the discomforts that made them protest in the first place (in this case that warbots are expensive and have no use outside war). Or else.
In exchange for the taxes the Tyranny of Gorno will also offer its warbots to help around, this makes it easy for the soldiers to know the terrains they will be working on, will make sure the warbots are mantained at peak efficiency, will allow pilots to familiarize themselves with the warbots controls and to explore the terrain they will be working on, will put some strain on the warbots to see if they will be able to work in a decent way in case of ... any need that might arise.
But... i mean... those are all side effects of helping human resources in the chores where heavy machinery would be needed, and if a warbot cannot plow some fields, dig some trenches, remove rubble, extinguish fires, occasionally cause fires so that there is a burnt zone where natural fires cannot pick up... what would a warbot be good for?
Also: they will remind human resources that warbots are around and the Tyranny of Gorno is watching them. Obviously so that the Tyranny of Gorno can offer any help needed. Why else would the Tyranny of Gorno watch its dear human resources for?

These things are necessary for the efficient running of a state for the overall good of most of its people. Of course, not everyone can be completely satisfied all the time, but as long as there is neither famine nor civil unrest, the aggregate result is more than worth the expenditure.
A PR & marketing consultant would be a good investment for the Tyranny of Gorno. It's a name with negative associations in the mind of the public.
"The Gorno Protectorate" tested well with focus groups. You could also consider "The Gorno Polity," "The People's Collective of Gorno," and one which I'm personally not all that keen on, but which got an extremely favorable response among the younger demographic: "The Merry ol' Land o' Gorn."
