I figured I'd go for terrible anime 80s colours, because it has a special place in my heart. =3 I didn't know about the girl's hair colour (I prefer darker colours), but this way, she can change the colour of her hair very easily, so on.

So: in this future, there are cyborgs; who had greater ability at certain things - they are usually assigned to offense swat teams so they can take on the worst of the battle, but they are discriminated against.
Cyborg discrimination/prejudice - basically, they make better "people", are more efficient. You've seen this happening in history - I thought it would make sense here. Thing is, these cyborgs were originally policemen, doctors and such who were given what the government likes to call "a second chance".
What started as a good-will gesture became something more, only it cannot be proven (and; the government hides well). Increasingly, promising/rogue agents/officers are targeted ( main character, a girl, is taken this way), to maintain firepower and cut risks. A cyborg is a second-class citizen.
The thing is, there's not that many within the cyborg/whateverhaven'tthoughtofanaptname society. It's not exactly broadcast that they are considered 'second-class', but they literally ARE. Bound by legal documents and fail-safe measures within their bodies (say an officer is taken down - he is taken to be treated. If he is required to be "suited up", he becomes governmental property).
So, the cyborgs are sent into perilous situations, even suicidal ventures, as they have "already died". They are not viewed as people BY other people.
Our main gal; she starts out human. She is a rogue agent/officer, and she is prejudiced against cyborgs because she feels they are taking her thunder.
She meets a cyborg swat team once while she stakes a place out, and gets peeved as she has to take a back seat. She has a clash with the leader (who happens to look almost all cyborg - cyborgs are sent in to dangerous missions frequently as stated above - this one tries to take on all the crap for his men, and in doing so has lost a lot of his visual humanity), who is a real tough-guy.
Anyways, this girl: she's a risk-taker, and screws everything up for her superiors (despite doing her job), and one night she strays into a warehouse after a tip-off, and gets taken out (oh noes)!
She wakes up nude, in a body far removed from hers, if feels extraordinary, altered. She overhears her doctor and one of her chiefs - they've installed a new eye, but in turn had to synchronise some of her vital organs with artificial DNA in order for her body to accept it.
Anyhoo, she's treated like crap, given a trail period (her new eye is a universal scanner of some kind), and left to be taken to the lower level of the city, that the cyborgs inhabit. The one who picks her up, her new partner/captain, happens to be the same guy she had a tiff with earlier.
Blahblahblah and such. Brain splat right there.
