So, some of you might remember the miniature I got for my current D&D character.
Hauratirl the blue dragonborn barbarian (don't call him that though, he's actually pretty civilized), who breaks the mold of "dumb barbarian smash" cliches with a Charisma of 14. He can be pretty darn charming and gregarious. Just don't get on his bad side, haha!

In this case, mostly because it fits the character. (He has one skill that is affected by Charisma though)
I dislike the idea of building characters purely optimized for their respective game mechanics. Most barbarians are about as smart and charming as a brick because they don't need the attributes and are min/maxed for smashing things. When I bult this character, I imagined him to be very confident and self-assured (which is also an aspect of Charisma) especially since due to how the custom setting/game world that our DM created for this campaign, dragonborn are very rare and special.

Well, barbarian was just my example based on his class. It goes for every class really.
I almost never "dump" a stat for min/maxing purposes alone. I try to hit at least the average score (10/11 for D&D) even on Ability Scores that are not vital for the character. I only ever go below average if I feel it fits the character really well.
