It's a touch ironic that you used a metaphor about building houses and what steps must precede others. Because honestly, it often feels as if you write in exactly the opposite manner. You start throwing paint up, making a room, giving that room a view, then an occupant. Then you start filling in, adding on, forming up. It kinda feels like you laid a really good foundation for this work with this chapter, for example.
And the magical part of it all is that it never falls down, from beginning to end.

Well, this is quite an interesting take on things. The twist of Doug being an alien of sorts was a nice surprise, as was the revelation of Alma being the closest to a god. Well played, I'll admit I hadn't seen that coming.
I quite enjoyed the scene with Colonel Rose and the Jackal, the hints of history between them are something that has me quite curious.
All in all, another solid chapter which poses questions as much as it answers them.
