While working on developing the shift in tone from the more light hearted version of The Daily Grind, I wanted to play on Nazi Germany for this dystopian society of anthros who are segregated based on species. I used common animal stereotypes to figure out some plot elements, such as "what kind of jobs would certain animals work?" (I had not seen Zootopia at this point). I thought dogs would likely be forced to work in public service type jobs, such as police work, or fire safety. So I came up with this pair of guard dogs, who stand watch at the capital gates, determined to do their job, while also oblivious to the greater implications.
Peter is a German name, further playing into the idea, however, I chose a non-German breed of dog to offset the balance, and add to the idea that he's not supposed to be here. Peter is kind hearted, but he's very serious about his job, and isn't aware what's going on behind the scenes.
