Emiko didn't get to meet Noburo in person after a month he was born. She isn't old enough to leave the Moon whenever she pleases. But Yoru was able to later convince Tsukiro to allow her to be with him and Koemi (Kayden). Since they decided to adopt Emiko as their daughter.
