Strips are your only option. Strands are a line renderer and not really viable. Play with the density shape and length. Multiple systems are your friend. Looking at my malamute, there is a thing sheeplike undercoat, with a midcoat, then stray long strands finishing up. Those long strands make your uneven sillhuoette. Don't be shy dropping by my discord sexy demon.

And lol demon, its an otter behemoth mix but yar looks like a demon I guess
And sure strips are kind of better but I don't like how it doesn't blend with the mesh and it has this smooth tube-like shading, didn't Blender internal have an option to make strips copy the shading of the model under it?
