It only looks like they do. This suit has what's called "follow-me" eyes. If a suit which has them is within its eyesight, it appears as though the character is always looking at you, no matter what angle their head tilts.
"Follow-me" eyes are very VERY difficult to get right on any costume, and Scribble is one of the best at making them.
