Sadly that is very unlikely to happen for very simple meta reasons, adding Fallen as playable would flat out double the work bungie has to put into loot as Fallen anatomy would require seperate armor design, seperate animation rigs etc.
There is a very blatant reason why all three playable races in Destiny is based on the human form.
