Free. My friends cousin was given him off a breeder when he was a baby, and she lost interest in him and left him in a little cage for years.
He was rather aggressive when I got him, but for whatever reason he bonded with me a week after I got him, and now is way too attached to me XD

They are very high maintenance if you keep them indoors (which I do when I live in my own home, he is just outdoors while I am at my parents for a short bit). They can be loud, but considering over parrots like Too's, conures, alexandrines and macaws, I would consider his noise mid to low range.
Then again, I have steel nerves when it comes to bird screams XD It dosnt bother me.

alright, thanks! i don't plan on owning one, just curious. though i'd love a conure one day. i just have to build up my tolerance to bird screams. my cockatiel barks like a dog and it drives me crazy. i know i'm suppose to ignore her to not encourage it but i just trick her into singing zelda songs. xD
