Ironically enough, japan actually did apologize to China during the the joint communique of japan-china relations back in 1972. On top of that, hardly anyone in japan visits yasakuni shrine (the graves where the japanese war criminals were buried.) anymore.

But I'll tell you what. When America stops lying about how they "made japan the country it is today" and quits taking credit for all of japan's economic development since the end of WWII then maybe japan will apologize to the rest of Asia for the second sino-japanese war. After all, if America really did make japan who they are today they'd just be another crappy third time country like all the other countries they helped develop. (Afghanistan and Vietnam anyone?)
