Yes this is Jaggar the Theif, Jaggar the Blade, Jaggar of the Thousand Eyes, etc. Jaggar has many titles and many enemies. As a master of the Thousand Eye Cloak, a guild of very successful thieves, that is to be expected. Even with his enemies he is rarely attacked. The main reason is that he is completely insane and rutheless. When you kill your closest companion to get to his last copper piece, you tend to get looked at as batshit crazy. All I can tell you is keep a watch out for this mad man.
