(Yes, I know this is a joke but) Depends on the period.
In the 20's and 30's? Yes, but that was mostly due to industrializing too fast.
In the 40's? Well, considering the war had basically flattened the agricultural production of the USSR, and most of their food supplies were burned? That hardly counts as a "communism" problem by itself.
In the '50's and '60's? Things weren't as terrible as before, in China, though, they were industrializing too fast and disrupting the food web thanks to killing sparrows, so I would definitely classify that as a "communism" problem.
In the 70's and 80's? In the USSR at this point food was ridiculously inexpensive, as was rent, you could survive working maybe 4 hours a month if you wanted to, because at this point things were quite stable in Soviet society, and the idea that everyone was starving isn't really accurate in those decades.
In the early 90's? Well, the entire country collapsed in a total shit-show and Communism died in Russia in '91, and can you really ensure food supplies are consistent and stable while states are breaking off and tons of rival factions are shooting each other all over the place to gain control?
