It's pretty much the first successful arcade game commercially, but if you really dig into it there's a few programs people made on 50's and 60's old lab computers that could be considered video games involving things like tic tac toe or checkers. Spacewar is a bit more advanced than those and predates pong too but was mostly limited to research institutes and not consumers.
