Because sometimes when you ecstacy or other such drugs you tend to grind your teeth together. The pacifiers give somethign to chew on indstead so you dont damage your teeth :D

Nope ^-^ Though there is rarely a COMPLETELY straight raver. But yeah -- He has one because he does take Ecstacy. He carries a load of em in the tic-tac container XD
