A redraw of a pic I did several Christmases ago of my favorite, though criminally unappreciated, winged lion King Moonracer from Rankin/Bass's "Rudolph the Red-Nosed Reindeer." Every night he flies around the world, searching for lost and unwanted toys so he can bring them back to his island. He always struck me as a very kindhearted king, though I never could figure out why he had to ask Rudolph to tell Santa about the misfit toys when he could have found homes for them himself. He doesn't need a sled or a team of reindeer; he's a winged lion! So that's what he's doing here. Hold on back there!

I would imagine it was because only Santa had enough insight into the hearts and minds of the children of the world to possibly know where the misfit toys would not be discarded again. It's easy to recognize and rescue an abandoned toy. Finding someone who actually wants it, on the other hand, is a lot harder.
I've got some experience with this. Before I found stable employment, I made my living by hunting at thrift stores and yard sales for stuff to resell on Ebay. Now I'm the sentry of the Closet of Misfit Toys thanks to many years of misfires.
I also, as a child watching the movie for the first time, liked to think that Santa and Moonracer had foreseen the events of the movie. Maybe they got a vision of the future, or maybe they just knew it was inevitable that there would be a misfit reindeer and/or a misfit elf and resolved to have everything ready for that day to make everything right all at once.
