At least some amusement-park references call them 'comic foregrounds'. (Sometimes that's limited to ones where there's a caricatured body in front, with a 'realistic' one being a 'stand-in'.)
Now the part you're going to love. The first comic foregrounds (apparently) were patented, designed, and marketed by Cassius M Coolidge. You might not recognize his name. You know some of his work, though. He's the guy who did the original Dogs Playing Poker series.
