Don't let her lovely looks fool you. While Eloise looks like a young and pretty lady who looks to be a tease, she's actually alot older than she looks and she's anything but sweet. She works for the corrupt Mayor Cyril Young as his secretary and assistant. She's also his lover. While she looks younger than him, she's actually either as old as he is or older than him. (Axolotls are known to never age) She is just as cruel and vile as Cyril, maybe even more as she'll do anything to please him and keep him to herself. Even keeping his own adopted daughter from him.

Eloise also works as a double spy for him going undercover as a gang member of the Scalebounds, a criminal gang of reptiles, amphibians, and dinosaurs who wreck havoc on Panel Hills under Cyril's orders. Eloise hates the Scalebounds and hates dressing up as a punk just to fit in. But it's under Cyril's orders to keep the hooligans under check.
