It's actually a matter of debate whether he was TRULY evil, or just so mentally disturbed at a young age (his abusive, rich parents) that his disproportionate, irrational retribution against Ness didn't seem all that disproportionate or irrational to him.
I haven't played the game, so I can't really make a fair assessment of Porky's character.
As for Giegue; it's certainly a new spin on a legendary character (so legendary he inspired the design for FRICKIN' MEWTWO !!!), and I congratulate you on being able to successfully make him seem creepy. But, I know of his background (or, at least as much of it as Itoi would share, knowing his preference for leaving open interpretations of what goes on in the story); he too was brainwashed. By his OWN people, to pursue THEIR disproportionate retribution against Ness' ancestor George, for stealing the secrets of Psi power, forcing him to repress the positive emotions he had felt for Mary, George's wife, whom he considered to be his own mother.
