That's not true.. Unless under "3d programs" you mean some kind of constructors you paste models and assets into, like DAZ studio, in those some work should be done with those assets prior to input. All true 3d editors allow this.
Model should be designed around that it can affected by certain forces, and there should be physical constraints. Check link here for example: http://www.furaffinity.net/view/33056299/

Yup, just like DAZ Studio.
And the example you give is more or less upright - do you have one of a gal/herm standing on their head so we can see them going the other way?
While there are some DAZ tools/morphs to swing them around a bit, nothing I've seen on their site could properly handle what we see her doing here.
And that would have to be some very restrictive clothing to hold them 'up' like that - they should be spilling out the top (unless they're foam rubber, but from what we've seen in the past I don't think she's wearing falsies! )

Yeah, hers would be spilling still, because there is no closed chest-piece which could hold them up but it's really, really hard , and usuually6 unnecessary to do in cartoon-style. And hard to do right in realistic case :P
DAZ is not 3D editor, it's a glorious sandbox. It doesn't have physics at all It's not meant for content creation, it's just "Animation\photoshoot for Dummies". Morphing is a cheat , a distortion of geometry and need morph done by someone for model done and imported by someone. 3d editors are way more powerful. They can simulate cloth, flexible bodies, liquids in some recent developments. In example I offered there are the physical constraints used, both to align clothes and create vertical force as far as I understood how it works (still learning how it's done)

Yes, it is a sandbox for us poor non-artist types to pose dolls/objects and play at doing 'art'. That said, I'm guessing you haven't looked too hard at DAZ lately - or haven't noticed some of the improvements/add-ons like dForce to allow clothing and hair to flow.

There's also some physics add-ons to play with:
