Logically, that's true, but the folks in this world dont really see it that way. In this story universe, people with udders isn't a regular thing, so normal humans dont really see it like they boobs, it's just a weird cow thing or whatever. So Tamiya and Lily have theirs exposed as well, and considering how annoying it'd be to cover as it swells throughout the day, they just decided not to, and it hasn't really caused any problems.
