Most people who get deeply involved in balloons for one reason or another are going to end up asking this question, especially if they're running low on gas or specialty shaped balloons.
(They do sell Balloon Sizer boxes for balloon decorators who need the consistency, but they're typically overpriced to comphensate for typically being a one-time purchase. A cheap workaround is to use two-chairs and measure the rated size between them using rules or tapemeasure, and then draw the balloon inbetween them and deflate until it fits. But that also requires keeping everything very clean to avoid accidental bursts, and it's not good for dealing with several different sizes at once.)
Jane (from Latchkey Kingdom) is a henchgirl for hire. That is to say, she's a mercenary with particular skill in large blades, but she's not allowed to murder anyone (yet) but otherwise not picky about the job if the pay's good. After all, she needs money for her mother's operation. So, sorta like a competent Team Rocket
I've had a picture of Jane in a pretty dress before, but I also wanted to see her in a cute bunnysuit. I didn't win the raffle, so I drew this instead. Here, she may be in the employ of Dangle (maybe they were out of normal uniforms in her size? Or maybe this is supposed to make money somehow?) The balloons they use to fly are not cheap (there are few manufacturers and thus little competetion), the gas used to fill them smells awful (but is much cheaper than helium) and when they're underfilled or not treated with sealant, the float time is much, much lower. Plus, Dangle is just not a very nice boss after the contracts are signed. So Jane doesn't want any bursts until it's time for disposal. At least then she'll have time to grab a clothes pin for her nose or something.
I'm not exactly a fan of comics, but Latchkey Kingdom sorta makes me want to be.

I ask myself this question any time I blow up a balloon. X) Most of the time I end up not inflating them fully because I’m scared of them popping while inflating. ^^;
One question I’ve always asked myself if for those that use helium to do inflate their balloons, how do they know when they getting low on gas? Do the balloons fill more slowly when the tank is nearly out of helium?

Good question! I'm sure some regulators may include a huge indicating the remaining pressure in the tank, just like getting a pressure reading from an electric tire pump.
For cases like disposable helium tanks, it probably be is just guesswork based on apparent pressure while filling.
