So I suppose if you look at the previous 2 pics (if you can see them) there was somewhat of a story going on. C'fel was being trained and assessed for a position as guardsmen. Seems that Vien has approved for a position for him. However it doesn't seem C'fel is completely ready yet so Vien will continue to monitor and train C'fel for a bit.
