Matt looks awfully embarassed and unwilling, despite actually being in the cute dress. I could imagine it being a rather tsundere experience. Not bad in itself but... you know... I wouldn't try anything too bad because of fear of "BAD END GAME OVER MAN" if he was really angry and not just... acting angry... and embarassed, shy, rawr... :3
Luigi on the other hand acts awfully girly, and glasses are a turn-on. It'd be easy to dominate over him, playing on his submissive side, and he seems eager to try things despite the "oh noes, I couldn't possibly...?" look he has when someone plays with him. Out of the two, Luigi has far more experience with being a trap, so... it's easier to picture him acting girly.
A final decision then... hmm... let's say I had to pick right this moment... I would probably go with Luigi, since... glasses~ <3
