While the Van Damme Street Fighter film had a campy charm to it, the animated one just felt all wrong, even moreso than the Van Damme one.
The animated movie is good only because of how hilariously bad it is. The story is awful and poorly-paced. The data-gathering premise is nonsensical, especially since some of the data is unquantifiable aspects including, but not limited to, "leadership". Only some of the characters are portrayed well. Honda comes of as an Idiot Bruiser fighting for money rather than to show the world that sumo is a great fighting art and to investigate the Shadaloo drugs his fellow sumo have been taking, Sagat can barely muster the courage to kind of ask Bison if he can fight Ryu, T. Hawk is less concerned with fighting Bison to reclaim the Thunderfoot tribe's land and more interested in calling out Ken to fight him in a warehouse in the middle of the night, and Ken's thoughts of Ryu while he's with Eliza make him seem like a closet case. But the worst are Zangief and Blanka, who are in the movie for two minutes to have a fight scene that happens for no reason and is never mentioned again, and Cammy, who is also only in the movie for two minutes to attack a random politician, be detained by Interpol, provide no information, and disappear from the movie entirely. And of course the movie ends with Bison picking up the Villain Ball by fighting Ryu and Ken legitimately, for no reason, rather than using his powers to teleport and go untouchable and whatnot. The animation and the music are the only legitimately good things about the movie. It's funny as hell though.
