When cartoons were in grey scale, it was hard to see the characters against dark backgrounds, so they were white clothing, or had bright white faces so they would stand out.
The gloves just ended up becoming a popular design choice that simply lost it's purpose over time, sticking because it looked aesthetically pleasing.
