Chara isn't evil. Frisk's actions makes Chara evil if frisk chooses to do a genocide run.

no it's Chara, when you pick a name (Chara is the default name/canon name of the first child) at the start and do genocide run, then look at the mirror at the end it says it's me (Picked name), but if you do the pacifist run the and look in the mirror it says still just you, Frisk

It's pretty well confirmed that chara's abusive and an attempted murderer, but they didn't cause the genocide route in undertale.
