A closer view of the tire.
Anyone seen anything like this before and can offer some insight?
I have moved it to the rear so if it fails it won't effect the steering as much.

*agrees with Alphonse* looks like strands from a wirebrush .. there are steel cables used in tyres but never seen one do that before, there would be more damage to the rubber of the tyre if a cable had lost a few strands, looks like you've run something over .. my advice .. grab some pliers and ease them out then using some soapy water check if any have pentrated and punctured..
That's a strange place for wire from a bad belt to surface. From the angle that the wires have entered the tire I think it's far more likely that you hit something on the road that left those strands stuck in the rubber. In my experience, a separated belt in a tire will show itself on the tread section of the tire rather than the very edge of the tread or sidewall.
Pull them out with some pliers. I doubt that they're stuck in the tire more than an eighth of an inch.
