I just got an idea how to make your own. Buy some bug net (that thingy that is put on the window so the bugs don't fly into your room) and put it over glasses frame. Since the mesh will be directly in front of your eyes, you should be able to see out while others will not be able to see in.

For extra something you could spray paint the net in a colour of your liking. Also, if you want bulging eyes you can try looking for transparent plastic balls that can be found in hobby shops, cut one in half, put a net over them and glue them to the glasses frame. If your eyes can be seen behind the net, glue a bit of pantyhose under them and that will make it harder for others to see your eyes while you will still be able to look around. My last year haloween had pantyhose over eyes and you can check it here (just pick the pantyhose colour that suits your needs):
