Sure! As far as i am concerned you can make something very similar. All i require is that you quote who were the artists making the original designs. As long as you do not declare that this specific character is yours and you cite sources, most things are fine by me. Even using her likeness for a different character is (almost) fine. As long as you make your personal character different and you don't go telling people "this is totes mines!" and you specify that it's just a placeholder for future art you need to pay for... i'm fine with it.
