It's a bunker buster type of missile, designed to bury itself relatively shallow to throw up as much debris around a large area, so as long as it's altimeter and is above zero and the impact sensor isn't triggered it won't explode. ^_^

Turns out that woman and child were chillaxing on a concrete bunker in the desert for some reason... Hmm, suspicious, better ice em' to be sure.

terorists are going to shoot whatevel they can get ahold of, they can't get picky about the type of warhead they throw even if it's ill-suited for the target

I have never heard of a terrorist organization that got hold of a bunker buster or a plane that could carry one. Bunker busters ain't exactly lying around, they're highly specialized bombs that solely exist to break bunkers and nothing else.
