Huh.... this is actually interesting, if you really over think this.

Kobolds, especially in D&D, are known to serve/worship dragons, so the idea of Kobolds and Dragons mixing is already a possibility, then add the thought that stature/height could be a hint at dragon lineage, it actually makes more and more sense for the attention given. It's sort of like how people place so much attention in weight (i.e., you have enough time to exercise and not worry about money, so you are desirable, as opposed to how one hundred plus years ago, more money means more food, so bigger belly means better breeding).
