Here we have part 4 in my still ongoing series about Polar Freeze, and him trying to still get to his life goal of saving Nora despite now having the body of a Polar Bear.
After having managed to strike a deal with the Penguin in the last part Victor is seen here trying to get into the role of a "Henchman" for another criminal, but he is prepared to do a lot if it means being able to later return back to his lab.

Polar Freeze comes from the "Batman VS Teenage Mutant Ninja Turtles" animated film and comic crossover.
You never quite know how your relationship with someone will change from time to time.
When it came to Mr. Freeze and the Penguin their previous times meeting each other had been (excuse the pun), a bit frozen.
They both had in common that they most often would be working alone, rather than having to rely on some other powerful baddy to have their back.
Freeze had done that with the Joker recently, and now he was trapped inside this weird Polar Bear body of his.
It was probably due to certain circumstances that had left both men feeling a lot weaker and vulnerable that had lead to the Penguin showing a much more "open and kinder" side of himself when seeing the big Bear for the first time, and even going so far as to wanting to call him a "Partner" for the time being.
Now the furry beast known as "Polar Freeze" was given a very rare scenario of him having a place to peacefully stay at and work on fixing his ice gun, while in return promise to act as the Penguin's "Muscles" for a few simple robberies that he would be needed in. ("Just a few small things to help bring my businesses back to its feet again." as the little well-dressed mobster had told him.)
Having been seen as nothing else than "a dangerous criminal" in the eyes of everyone it wasn't too hard for the big guy to agree on doing some simple robbery jobs, given his past history having done way worse things in order to reach his goal of helping Nora.
Even without his protective suit now his body was still known for giving him light heat strokes when being outside in the sun for too long. (But this time it could simply be explained due to his thick fur-coat that made him feel this warm very easily.)
Luckily for him the Penguin's nightclub happens to have a gigantic walk-in freezer, which helped to serve as Freeze's new resting place and workshop.
While the tools that the Penguin had been giving him was helpful, they also proved to be pretty hard to handle when you had massive bear paws instead of hands to work with.
His enhanced strength however came to be pretty useful here as there was plenty of areas from his gun that he been bent pretty badly from the bite of the Bat, and with just a tight grip and a lot of forced pushed behind it Freeze was able to make the metal bits bend back into the shapes that he wanted them to.
Work on his gun proved to be more problematic then he originally had planned for, as Polar Freeze would need to find replacement parts to it if he was hoping to actually have it fully working again.
It was still beyond weird for the few goons that Penguin still had to see this giant beast casually stepping out from the cooler, and walking over to have a pretty chill conversation with their boss!
Not only that but the Penguin seemed so positive working with the big Polar Bear that he even offered him to get specially made meals from his personal chef, but to his surprise Polar Freeze actually preferred getting himself a whole raw fish that he could sink his teeth into and devour by himself.
As he sat back into the Freezer to have his meal the half-man/half-bear was a bit stunned himself that he would willingly have the same type of food as he had been offered while pretending to be a feral Polar Bear at the zoo.
"Maybe this is a result of some of those "animal instincts" mixing into my normal way of thinking ever since my transformation?" Freeze thought to himself as he still enjoyed eating of his fish meal, but trying to be on the lookout in case he would ever do something else as odd ever again.
After only a couple of days being a part of the Penguin's gang the big guy was ready to get things started, as he called for Polar Freeze to meet him at his office.
Freeze was expecting either for the Penguin to detail him the place they would rob or if some of his inventor skills would be needed to make weapons, but as he stepped inside he was more then a little surprised by what he saw.
Standing in the office beside the Penguin himself was what looked like a professional tailor, who upon seeing the tall Polar Bear stepping inside almost passed out from fear!
"Oh my goodness! You told me he was a tall guy, but you never said anything about him being a monster!" The tailor said in an almost panic state, offending Freeze somewhat as it made him yell back to the guy "Hey! I don't like to be called such things, when I have a name like anyone else!"
"I-I-It can t-t-TALK?!" The tailor yelled out before finally passing out on the ground, making Freeze regret he went so harsh towards the guy.
"Well, I should have seen that happening." The Penguin said as he went back into sitting in his chair, waiting for whenever the guy would bother to wake up again.
"If you are so kind could you explain to me who he is, and why I was being called here in the first place?" Freeze asked as the Penguin told him, "Isn't it obvious? I wanted to make sure you got a proper outfit before going on the job."
"Excuse me?" Freeze asked confused as the Penguin explained.
"As you might guess despite being what some might call "A dirty crook", I still hold a very high standard and class to my acts. And if I am going to commit crimes I need to have some trusted henchmen that not only acts the part, but also looks the part! And if I am being honest, your "Nudity" look won't clash to well with the rest of us if we go out."
It had never occurred to Freeze before but it was true that ever since his transformation he ha never tried to find any sort of replacement clothing after his suit got torn to pieces, and had since then just been wandering around "Bare Naked" since then.
The very thought of it caused the big guy to blush ever so slightly, and as he decided to go along and do as the Penguin wished for the tailor guy was seen waking up again.
"W-What?! W-Where?..." He asked in confusion before once again spotting the big Polar Bear in the room, and yelling out "H-He talked!!! He talked to me!!!"
That's when the Penguin stepped in between as he said, "Nonsense! He might be a trained beast, but talking?! I think you must have simply hit your head a bit hard when you passed out from the shock of seeing the special client I've got for you." while quickly giving Freeze a very discreet wink on just playing along with the act.
Feeling it was the smartest cause of action to go with Polar Freeze remained silent for the rest of the conversation, as the Penguin made up a complete lie to the tailor about the Polar Bear being nothing more than a "well trained Russian animal weapon", that was going to be used for some of his upcoming heists. (Probably wanting to make sure as few people as possible know the truth about the Polar Bear not only being sentient, but also happen to be one of Gotham's most dangerous criminals.)
Once the whole act had been presented to the tailor the poor guy figured it was best to not questions the decision makings from someone as powerful as the Penguin, as he asked him "So you want me to...make clothes for this guy?"
"That's right! Make sure to give him something that will truly make him look like he is a part of my gang!" The Penguin ordered as the tailor then started to take Freeze's measurements, as the big cold baddy had to pretend just barley understanding when the small guy would be asking for him to do things like lifting his arms or raising a leg.
After all the measurements were taken the guy left to produce and sew up the large pieces of fabric needed to create something that could be suitable for a big Polar Bear like Freeze.
Upon returning the guy still seemed pretty unsure about how things would be playing out, as he had to help dress up Polar Freeze (Who once again had to pretend to be too stupid to do it on his own), before then presenting the final result to the Penguin.
Looking at him now Freeze could be seen now dressed in what was a nice button-up west, two shirt cuffs around his wrists with elegant gold buttons on, a not to tacky looking tie, and a bowler hat that was big and round enough to fit that head of his.
"A-As you can see I wasn't able to make p-pants for him, cause due to his...size I-I wouldn't have any materials left if I tried making them." The tailor explained the best as he could, really hoping that the lack of pants wouldn't completely ruin his efforts.
But too much of his relief the Penguin said that he truly loved what he had done to his "Animal Weapon", as he paid the guy greatly for what he had done. (While also reminding him that if he tried to tell the cops about doing jobs for people like himself then he would soon be a very dead man, all to make sure the tailor would keep all of this to himself.)
With Freeze now finally looking the part the Penguin told him that now, "It's finally time to get down to business!"
Freeze had to admit while looking at himself in a mirror now that it did seem pretty weird to see himself in such a "half-dressed" state while in his animal form, as it almost made him look like a bad Cartoon design.
Still he didn't want to risk losing what he had going for himself now, as Freeze soon found himself on the roads towards what would be the first in a series of robberies he would be doing for the Penguin.
Before leaving he had been reminded once more to not utter a word while outside of the "Iceberg Lounge", or else it would risk letting everyone know that he is not any ordinary Polar Bear.
He still stood out like a big fuzzy thumb compared to the rest for still being the only Polar Bear member in an otherwise all human mobster group, as they made their first robbery at the Gotham bank.
Upon entering Polar Freeze had been given the task to act as the group's "Shield", as his thick fur made it possible for him to take bullets from the guards without any problems, before then clobbering them unconscious with his mighty paws.
Those same paws were then being used to help crack open the big safe, as the added strength to his mutant form was enough to make the big iron door actually crack up, before then finally getting busted open and giving the other guys the chance to take as much cash as they could.
Thanks to Polar Freeze being a part of the group a robbery that would usually take maybe 10 minutes of time ended up being done in just 5, and with a lot more loot in rewards then what they would get normally.
Being a literal beast of a criminal Polar Freeze went on to do the same tactics on several other places, single-handedly giving the Penguin crew one of their best (if not the best) series of robberies of all time!
Upon returning the Penguin couldn't be any more pleased, as while he had been having his doubts at first about Polar Freeze, the huge bundles of cash made it even more clear that having this big Bear by his side would be VERY good for business!
As for Freeze he couldn't help but love this feeling of being seen as the big hero in the gang, as all this only gave him hope that soon he would have everything set to return to his own lab and possibly cure Nora of her sickness!
What nobody seemed to notice however was how one of the goons working for the Penguin also happen to have "Another Boss" of his, and once he knew nobody was nearby he made a quick call over to one of his friends that happen to be working at the very place that was currently holding that second boss in captivity.
"Oh, Puddin! I miss being a Hyena sooooooooooo much! I had such a long snout, such a cute wagging tail, and my laughter was even more funny-sounding then ever before!" A truly heartbroken Harley Quinn complained to her boss and lover in the cell next door, as thanks to the Batman's anti-serum to the mutagen all of the bad guys that had been turned into mutants were now back to their usual self once more. (With the big exception being, you know who.)
"Don't remind me about it! When I was a Snake I was actually able to produce my joker venom right from my FANGS!!! But thanks to that well-aimed kick from Batgirl I ended up losing all of my teeth, so I would be needing to wear a set of fake once if I ever got the chance again." The Joker said as that massive loss of teeth had had a hold on with him even as he was turned back into a human, and in his mouth now was instead a full set of fake teeth that upon being pulled out of mouth would start to shatter when being wired up.
Having got to play around with that mutagen had honestly been one of the most fun things that he had ever done, so one could only imagine the deep levels of despair he was now feeling over having had that sort of fun being taken away from him by the bat.
That's when one of the security guards working at Arkham came walking up to his door, before slipping inside a small written note into the Clown's cell.
Picking it up the Joker started to read the note, and the more he read the more than all to familiar-looking grin started to be formed on his face again.
"What's written Puddin? You look like it says the Bat has finally flown the Cave for good!" Harvey guessed as the Joker proclaimed "Even Better!" before then turning the note into a small paper plane, and sending it flying aimlessly from his cell into hers.
Picking it up and reading it herself Harley Quinn soon also started to have that look of "Happy Craziness" on her face as she asked her love, "Puddin, does this mean...?"
"Yes, Harley!" The Joker said as he grabbed the bars of his cell with great intensity as he told her, "You better get your safari equipment ready, cause we are soon breaking out of these cages and going on a hunt for a Polar Bear!"

As for the chapter as a whole, I really enjoyed it. TBH, I never expected Polar Freeze to get a new "attire" when under the Penguin. TBH, I expected Freeze to get a top-hat like the Penguins so they would match (to go with the cartoon reference you made, like Bugs got in Frigid Hare: https://looneytunes.fandom.com/wiki/Frigid_Hare)
Also, I expected Freeze would have to share the cold room with anyone the Penguin sent there to "punish". Could you imagine how they would feel being in that cold and in the presence of sentient polar bear man?

Joker & Harley are going to try and Extract the Mutagen out of Polar Freeze!!!! so that He could become a Naga again, and Harley being a Hyena(I Think the Joker's a Snake; due to the symbolism of him being just as unfettered as a snake ; and Harley's a Hyena due to her spending time in contact with Bud & Lou, her Hyenas)
