Dude, EVERYTHING gets Aerial Ace. Diglet gets Aerial Ace. Among other things, you're looking at the wrong list. Those are the moves they could get up to emerald Version, a number of these moves didn't exist until Diamond/Pearl.

It's a TM Move. Even my game guide says as such.

Serebii is still one of the most reliable guides out there, quick and easy. But you have to be sure you're looking at the right generation since move pools are changed with each new game.

I remember thinking how broken Scizors with Technician would be if they got Bug Bite... Then in Heart Gold, they did. XD
