Okay. Slight bit of needed explanation here. In the initial concept of High School Death Party, I had toyed with the idea of a narrator/announcer character before each episode, something akin to the Crypt Keeper. This here, of course, was the character in question but as the idea really didn't work with the series' narrative, he got scrapped; however I always really liked the design of him, so when it came to this scene I had him resurface for a joke that really only I would get. I now realize just how alienating this was to my audience...

Oh well! Now you all know a little High School Death Party trivia! Hurray and who know, maybe this guy will be repurposed later!
