Shenanigan is the head clown of the Circus Cambiar. He's a grumpy character clown who acts as the lead straightman in whatever skit they're doing. If it requires an official, he becomes the mayor. Fire Fighting skit, he's the cheif fire fighter. Commissioner, Manager, President, King, whatever he does, he's the best at it. He's so good at character acting he can actually temporarily gain skills for whatever he's playing as, in keeping with the Circus's transforming nature.

As a person, he's generally pretty grouchy, and sort of given up on the circus and himself. Maybe a fresh new recruit to the circus can give him a new outlook.
