This is a form that won't likely come into play until near the very end of the series. It's plausible to suggest that Selendrile could have accomplished such a transformation early on, but either didn't know how or simply refused to do so(he dislikes humans, so a combination of his true Dragon self with the Human Form would probably seem/feel like a blasphemy). In any case, Selendrile takes on this form as a means of combining the immense strength and defenses of his dragon form with his more versatile and agile human form, creating a hybrid transformation of immense power. This would serve as his "Final Form."
It's probably hard to tell with all the extra DBZ hair, but he does have a set of horns in this form.
I've yet to draw his actual Dragon Form because I'm still not certain how I want it to look, and I'm not particularly good at drawing feral dragons anyways...

Hrm, y'know as for a plot device you could always rule out that he just dislikes going dragon form cause he can't control himself, there is always that to fall back on.
I just find placing blame on a race is a theme used to much in fantasy novels... Elf and Dwarf, Drow and about anyone else.

That would diminish the intelligence of dragons though, wouldn't it? The idea here is that he's of the same mind no matter what form he is in. So for him to become berserk in his dragon form wouldn't make a whole lot of sense... ^.^;;
As for the disliking human's part... well, (a) look at us... XD and (b) the reason he's one of the "last" dragons no doubt is a direct result of human activity in older times.... he's probably not too thrilled about that fact.
I could probably supply a few better reasons, but my brain isn't working at top speeds at the moment ^.^;; And for the record, he doesn't necessarily HATE humans, he just isn't particularly fond of them.
