This is a dragon funeral scene from 
Elias_Auxilibus's DnD campaign. THe idea is that a dragon's body must be burned so completely when they die, there must be no remains left. The only fire hot enough to achieve this is from the breath of another dragon. This scene depicts that, the last of the smoke and spirit rising and dispersing for one last flight among the clouds. The dragon is waving to an unseen adventuring party below, bidding them farewell.
