after jeejee finds a portal to undertale in her machine , she kidnapped few monster from that world , till san scared her off and she close the portal at him , jeejee did mock him that she took a lot of his friends with her

Toriel was one of jeejee's victim


jeejee knows that hell goat are most dangerous type of hell creature , turning toriel to one of those demons , will make jeejee very powerful


jeejee gassed toriel with the h-666 virus , turning her to a hell goat


but jeejee remembered that " hell goat " are completely insane


toriel turned full hell goat crazy as pure hell goat

jeejee did put nanobots in toriel to less the craziness in toriel's mind

that nanobot only helped in making toriel immortal and letting her talk normal and keep her few care mind , she was still crazy
