D'aww! Thanks for adding in the part about LUGIA glancing back. It helped me mentally paint the picture in my head and it is cute!
Perhaps the diaper has special qualities in it? Obviously it would be waterproof. However it would also serve as a 'ground' for Electric-Type attacks from ZAPDOS, be reinforced by fire-retardant material for scuffles with MOLTRES, and definitely have the ability to keep icy-cold weather and attacks by ARTICUNO. Add that to how LUGIA has some Psychic-like powers and he's one-tough bird to beat!
I'm genuinely trying now to look through my submissions folder. There are a few keystrokes I can do that allow me to 'flip' through what is there. If I have an idea of what it may be, I open it up and hope for some description to better paint the picture. You succeeded by naming this pic "LUGIA" along with mentioning how he was "Glancing back". This made the image work as I watched "Pokémon 2000" enough times to know my LUGIA. :)
