I forget what maxartfan had in mind for this character so until he corrects me and I edit this page. I'm going to write something I'm making up on the spot:

Moo-tsumi is one of the greatest dairy-based martial artists.
She's a toon cow who thinks her job is to serve and protect you. Following you around in the shadows quite skillfully, spying on you and protecting you....maybe protecting you a little too much, sees threats where there are none, sees assassins in friends and poison in all food. She's is quite respectful and polite and calls you master, listens to most things you tell her to do if they don't go against her orders.
But about that's her toon brain working her into the role she was drawn for...No one hired her (even thinks she thinks someone did). What she actually means to think is: She's like you.
Which is why she's quite skillful till she gets close to you then she gets "distracted", messes up and lands on you anime style in compromising ways. Panics when she sees you eating food, but doesn't want to take it from you so she goes in with her tongue. Thinks any woman...or cow...is there to lure you into danger, but really just jealous and can't realize her own emotions.
