Is the ring for shields or FTL?

Both?
Its referred to as a field ring its used to generate any large/high energy fields, this includes shields and the reality bubble needed to survive in hyperspace, as well as the transit system needed to enter hyperspace without a hypergate.

It has secondary systems incase the ring is damaged and can no longer form a shield and whatever, but this ring allows the cruiser to protect it's escorts and even take them in and out of hyperspace.
