Yes. As the anthropomorphic Area 51 she is supposed to be human shaped and sized. So, yes, the fence is very small, surrounding a square smaller than a sandbox. On the other hands it's looking like it's covering a much larger area of the desert, but not as much as the real Area 51 that might be covering so or so many square miles. I don't know, I found it funny having her standing in an enclosure that is a tripping hazard at best. It's a visual pun "belittling" the fences of Area 51 or something.
