The latter, because the radiation emitted from those blue rods is modified by some scientist in the past intended for unknown purposes by adding codes that make mutants urge to spread radiation into non-mutants (mostly by force) and even gorge themselves in violence against those who resist (just for fun but restricted from killing), which can consequently affect neural elements, hence almost all new mutants tend to suffer from sudden personality/behavioral change. Naturally if left unmodified, the radiation will still turn non-pokemon subjects into powerful pokemorphs, but leave them mentally stable, as if their lives remain unchanged.
