Without ruining the plot, the Howlers take 'imperium' which powers their bodies and makes them stronger than non-Howlers, it also gives them some a few mild powers. The Chakaa hyenas also partake in this practice. That aside, the 'people' of Erde grow up faster and are expected to participate in society earlier than we do, this felt appropriate as a: they're animals and animals tend to grow up faster irl, and b: Imperium Lupi is set in a circa 1900 kind of universe, and most of our grandparents were in a stable job and married with kids by 21. We grow up very slowly nowadays, for better or worse.
